Important IDEA information: Rights Under IDEA, IEP, Transition

The Chapter 7 Emergency Rules (Governing Services for Children with Disabilities) have been signed into effect by Governor Freudenthal and certified by the Secretary of State. These emergency rules were developed in accordance with W.S. 16-3-103(b). These rules act as the operating rules for Part B of the Individuals with Disabilities Education Act and related state statute until permanent rules are promulgated and approved by the Governor. The prior set of Emergency Rules was set to expire today (9-2-09) and as a result are no longer in affect.

We will begin the process of working with stakeholders to receive input regarding what will eventually become the final Chapter 7 Rules. As a vital part of this process we will be convening stakeholder groups during the next few months.

After the process of meeting with stakeholders over the coming months, WDE will begin the process of permanent rules promulgation. This process will be conducted in accordance with W.S. 16-3-104 and the Wyoming Secretary of State Rules on Rules (Chapter 1).

Governor Dave Freudenthal signed the final Chapter 7 Wyoming rules governing service for students with disabilities on 7-17-07. Below are the Chapter 7 final rules, and the summary of public comments on the proposed rules.

What is PHP of Wyoming, Inc.?

Parents Helping Parents of Wyoming, Inc is a private, non-profit organization founded in 1990. Governed by a board of directors, the majority who are parents or family members of children with disabilities, PHP 's mission is to provide a means of communication, cooperation, and education to parents and professionals who wish to serve and support children with and without disabilities. We aim to help families become more active in their children's learning and education, and obtain better programs and services through education, support, and referral.
